Agriculture as a Priority for National Security: The Case of the U.S. Administration

New National Farm Security Action Plan Rolled Out

The United States Government has officially designated agriculture and food systems as a national security concern through its new policy framework the National Farm Security Action Plan. The federal government now recognizes farming, food production and agricultural research as essential components of national defense and resilience for the first time in U.S. history.

The agreement establishes an official partnership between the U.S. Department of Agriculture and the Department of War through the agreement which U.S. Secretary of Agriculture Brooke L. Rollins and Secretary of War Pete Hegseth signed.The partnership establishes agricultural infrastructure and food security as important elements that require protection in the same manner as cybersecurity and supply chains and critical infrastructure.

Linking Agriculture to Security

The National Farm Security Action Plan outlines steps to protect and strengthen American agriculture against emerging threats. These include:

  • Protecting farmland from foreign influence and ensuring transparency in foreign ownership.
  • Strengthening supply chains for agricultural inputs and food logistics.
  • Securing research and innovation to safeguard U.S. food systems.
  • Enhancing resilience against threats such as biological risks, supply disruptions, and international economic pressures.

The U.S. government plans to protect food system security through its national security operations by incorporating agriculture into its security measures. The plan also aims to encourage domestic production and lessen dependence on foreign sources for critical agricultural materials and technologies.

Expanded Interagency Cooperation

The USDA will establish partnerships with the Department of War and Department of Homeland Security and Department of the Treasury to execute their risk management and evaluation functions. The project needs to improve its land ownership data collection system and establish new international investment reporting standards and conduct yearly evaluations of agricultural supply chain weaknesses and gaps.

The officials describe the plan as a blueprint for long-term agricultural security that extends beyond seasonal farm policy. The document establishes agriculture as a vital component of national defense while creating the first official method for protecting American food systems against changing worldwide threats.
